Barts Health RRDN funding allocation for research delivery

Decisions on replacing vacant posts and the consideration of new business cases will be made by the Barts Health Research Delivery Funding Oversight Committee.

The aim of the Committee is to ensure a fair and transparent distribution of funds across the Trust, to ensure growth of research activity and that research recruitment can be flexible to the needs of local and/ or national strategies and priorities for research.

As RRDN seeks to increase research activity in the wider care setting and redirect hospital allocations to support this we will likely see a year-on-year reduction in our funding allocation. This coupled with the annual pay awards will increase the pressures on our RRDN allocation for research delivery staff and service support costs and we thus need to look to operate in a more collaborative way across research teams and hospital sites.

The Committee will include:

  • Deputy Director of Clinical Research (chair), 
  • Head of Research Nursing,
  • NIHR Barts CRF Operations Director,
  • Associate Director of Research Business Development, 
  • Associate Director of Research Quality
  • JRMO Senior Finance Manager
  • + administrative support. 

Arbitration or appeals, if required, will be directed to either the Director of Clinical Research or the Director of Research & Development.

Meetings, to review funding requests, will take place on the second Monday of each month.

Application process

Requests for new funding or renewal of vacant posts must be received a minimum of one week before a Committee meeting.

Assessment criteria

The following criteria will be used to assess a case for funding to either replace a vacant post or approve a new post:

  • Alignment to Local priorities [PDF 62KB] and National priorities and the NHS 10-year plan reaching underserved populations and NIHR Equality, Diversity and Inclusion strategy.
  • Alignment to WeBelong culture.
  • EDGE accuracy and engagement with reporting by the research team
  • Research performance metrics (including the current portfolio, track record and future pipeline) 
  • Demonstrate that support is eligible for RRDN funding 
  • Demonstration that alternative funding sources have been considered
  • Demonstration that alternative to ‘like for like’ replacement has been considered in the context of the team skill mix and the service requirements. 
  • Evidence that collaborative approaches to support the delivery of the portfolio have been explored (e.g. Clinical Research Facility other Research Teams) 
  • Review of the request as part of the overall strategy; is there a greater need in another area?

Outcome

Outcomes of the review by the Funding Oversight Committee will be notified by email.

Appeals against the decision of the committee should be notified to BartsHealth.CRNSupport@nhs.net with a clear explanation of why you feel the decision should be overturned. Appeals will be brought to the attention of the Director of Clinical Research or the Director of Research & Development for a final decision.
